TAXATION, HOUSING SUBSIDIES AND RENT CONTROL

This paper addresses some aspects of housing policy in Spain within the perspective provided by a simple general equilibrium model. The purpose is to provide some analytical bases for the discussion of certain propositions suggested in the "Informe del Comité de Expertos sobre Vivienda", sponsored by the Ministerio de Obras Públicas y Transportes, and to evaluate some of its proposals. The framework is a version of the standard Harberger-Mieszkowski-McLure tax incidence model. The policies to be analyzed are the favourable tax treatment afforded to home-ownership and some regulations that can be described as rent controls. These housing policies are modelled as implicit "taxes", either positive or negative. The allocative and distributive effecis of the above-mentioned policies are considered, as well as those of the reforms implying their removal.
